Antipersonnel landmines are victim-activated explosive devices designed to injure or kill. Completely indiscriminate, they lie dormant for years and even decades under, on or near the ground until a person or animal triggers them. Antipersonnel mines cannot be aimed: they do not distinguish between a soldier or a civilian, between an adult or a child.
Made of plastic, metal or other materials, landmines contain explosives. Some contain pieces of shrapnel. They can be activated by direct pressure from above, by a tripwire, or even simply by the proximity of a person within a predetermined distance. Some landmines are designed to maim, some to kill. When triggered, a mine unleashes unspeakable destruction. The blast can cause blindness, severe burns, destroy limbs, and generate devastating shrapnel wounds. Sometimes people who trigger mines die due to loss of blood or because they don't get to medical care in time. Those who survive and receive medical treatment often need amputations, long hospital stays, and extensive rehabilitation.
People who step on a blast antipersonnel mine will almost always suffer foot and leg injuries, and secondary infections usually resulting in amputation, especially if they don't have easy access to good healthcare's is true of most mine victims. Fragmentation mines project hundreds of metal fragments, showering their victims with deep wounds. Bounding fragmentation mines are even more powerful; they spring up about one meter to explode at the level of people's vital organs, firing lethal metal fragments to a large radius.
The Mine Ban Treaty is a legally-binding international agreement that bans antipersonnel mines.
The treaty is the most comprehensive international instrument for ridding the world of the scourge of mines. When they join the Mine Ban Treaty, states commit to:
The Ottawa Process was an unprecedented diplomatic process initiated by Canada that led to the adoption, signing, and entry-into-force of the 1997 Mine Ban Treaty. Conducted outside UN auspices, the process was historic for its cohesive and strategic partnership between small and medium-sized governments, international organizations such as the ICRC, UN agencies, and civil society, represented by the ICBL. There are now 159 States Parties to the Mine Ban Treaty and 37 States not Party.
